The advertised surface covers allocation (allocate, allocate-with-report), market and policy context (market-regime, policy-envelope, asset-scorecard), portfolio action (rebalance), and continuity evaluation drawn from SCE (continuity-mode, case-relevance, risk-evaluate).
What makes this worth recording as its own state is the absence of an account. An agent discovers the endpoints from a machine-readable document, calls one, and settles it — with no sign-up, no credential issued in advance, and no human in the path. The discovery document is the whole interface: it is what turns allocation and continuity reasoning from a product a person operates into a capability other software can buy a single unit of.
